I wonder why this blog post, “”The man with they key has gone” – Lessons doing business in Uganda,” that I authored five years ago is trending again.
Me thinks it is because of the so-called “Balaam effect,” a recent phenomenon credited to Minister Balaam Barugahara’s style of fighting corruption.
“The “Balaam style” of fighting corruption refers to the aggressive, field-based, and public-facing anti-corruption crusades led by State Minister for Local Government Balaam Barugahara, characterized by spot checks, immediate on-the-spot orders for arrests, and public rallies (source UBC Television).”
The jury is still out. However, initial observations indicate likelihood that the Minister’s style may be superficial.
Superficiality, particularly in the sense that ‘corporate’ or ‘white collar’ type corruption that he is fighting is often multilayered.
And it would appear that the Minister is peeling off only one top layer, if at all; while leaving the real lifeline of corruption insulated, protected and thriving.
It would be nice to relive 17th October 2019, the day I blogged about corruption. What triggered it? Was it simply reading the Dr. Clarke’s book? or was there an event?
Whatever the case, I despair about the state of our nation-state and corruption.
