No Change at the Top
His Excellency President Yoweri Kagutta Museveni has retained composition of the top echelon of Cabinet from his previous term into his new term of office 2026-2031.
Including himself, occupants of the three top positions of President, Vice President, Her Excellency Jessica Epel Alupo, Maj. Retired; and the Right Honorable Prime Minister, Robinah Nabbanja remain in position.
Changes in the 2nd Tier
At the level the Deputy Prime Ministers, the new entrant is Hon. Dr. Crispus Walter Kiyonga.
The two women who prior held two of the three slots remain – Hon. Rebecca Kadaga and Hon. Rukia Nakadama.
Age Composition
The most recent Uganda National Population Census results indicate the majority of Uganda’s population, 73% is aged 30 years and below.
De facto, Uganda’s majority population are youth aged 18-30 years. This demographic are excluded from the top echelon of Cabinet.
And so are those in the age bracket 31-50 years.
Vice President Alupo, Prime Minister Nabbanja, and 3rd Deputy Prime Minister Nakadama, are in the age bracket of 51 to 60 years.
The remaining three in the top six, President Museveni, 1st Deputy Prime Minister Kadaga and 2nd Deputy Prime Minister Kiyonga are aged 70 years and above.
Gender Composition

The top echelon of Cabinet remains numerically female dominated – 67% are women – Vice President Alupo, Prime Minister Nabbanja, Hon. Kadaga and Hon. Nakadama,
While 33% are male – President Museveni and Hon. Kiyonga.
Regional Composition
- President Museveni is of Banyakole of South-Western Uganda.
- Vice President Alupo is of Iteso of North-Eastern Uganda
- Prime Minister Nabanjja is of Banyoro of Western Uganda
- First Deputy Prime Minister is of Basoga of East Central Uganda
- Second Deputy Prime Minister is of Bakonzo of Western Uganda
- Third Deputy Prime Minister is of Basoga of East Central Uganda
The absence from the top echelon of Cabinet of persons of Buganda of Central Uganda, the largest first nation of Uganda, is glaring. In the past, in fact, they dominated Cabinet, even during the early years of President Museveni’s reign.
Other sub-regions without their own in the top echelon of Cabinet are: West Nile, Northern, Eastern, and South Central.
