About

Owaraga holds a Master of Science in Development Management Degree from the Open University, United Kingdom and a Bachelor of Arts Degree in Communication Studies from Queen Margret College (now University), Scotland.

Since April 2012, she is Managing Director of CPAR Uganda, a Ugandan non-profit organisation that was born out of the localisation in 2008 of the Uganda country programme of the Canadians Physicians for Aid and Relief (CPAR). CPAR is renowned for the great humanitarian assistance work that it did in Northern Uganda during the peak of the insurgency in the 1990s. CPAR Uganda hired Owaraga team leader to navigates its transition from being a relief aid organisation to a development organisation

Owaraga is Ugandan who belongs to the fifth largest first nation of Uganda, the Iteso. Her ancestral home is in Pallisa District, in Eastern Uganda. She is well traveled throughout Uganda; and has traveled for work in other parts Africa, Europe, the Americas and Asia.
