Fifth Parliament

Mr. Yoweri Kagutta Museveni, an Economist, a Political Scientist, and of the Banyankole of South-Western Uganda, was the National Resistance Council (NR) Chairman. In 1986, aged 42 years, he also doubled as the Head of State.

History, however, holds that the NRC Vice Chairman, Al-Haji Moses Kigongo, of the Baganda of Central Uganda, chaired most meetings of the NRC.

The National Assembly was interrupted in 1986 and in its place the NRC functioned as the legislative arm of government.

Fourth Parliament

Civic activism rooted in humanism is the mission of blogger Owaraga Norah.

Mr. Francis K. Butagira, a lawyer, and of Banyankole of South-Western Uganda, in 1980, took office aged 38 years.

He made history as the youngest Speaker of the legislative arm of the Government of Uganda. He served as head of the National Assembly for about four years, until July 1985.

3rd Parliament of Uganda

Mr. Edward Rugumayo was the first of African-Ugandan descent to head the legislative arm of the Government of Uganda. He is of the Batooro of Western Uganda.

Aged 45 years, in 1979, he became the Chairman of the National Consultative Council (NCC) – the 3rd Parliament.  

As Chairman of the NCC, he was the first Speaker that Uganda had in an eight-year period. From 1971 to 1979, Uganda was without a legislative arm of government.

Unlike all other leaders who have served as head of the legislative arm of Government of Uganda, Mr. Rugumayo’s academic training is as a botanist.

First and Second Parliament

Mr. John Bowes Griffin, an Englishman, led the National Assembly for a one-year period, 1962-1963.

Mr. Narendra M. Patel, of Indian descent, led the National Assembly for a four-year period 1967-1971.
